California transportation electrification program evaluation: annual reports and findings
California transportation electrification program evaluation: annual reports and findings
What this evaluation is
CLEAResult Energetics and Cadmus Group lead the largest third-party evaluation of California's utility-led electric vehicle charging infrastructure programs — a multi-year, statewide assessment covering more than $750 million in investment across four major utilities: Southern California Edison, Pacific Gas and Electric, San Diego Gas and Electric, and Liberty Utilities. The evaluation tracks how these programs are shaping EV adoption in California, particularly among light-, medium-, and heavy-duty fleets. The evaluation is published annually, with each report building on the last to track how utility programs, EV adoption, and market conditions are evolving across the state. This page is the central home for that body of work.

Save the date: 2025 findings webinar on Sept. 25, 2026
The evaluation report covering 2025 program results is underway now and will publish about a week before the webinar. On Sept. 25, 2026, Energetics and Cadmus will then walk through the year's findings together and take questions live — a first look at the data before the full report publishes here:

Why this evaluation matters
This is the primary source of independent, California-specific evidence on how utility transportation electrification investment performs in practice — used by utilities, regulators, and policymakers to guide future investment decisions rather than relying on assumptions that can become outdated as the market and technology evolve.Because the evaluation is annual, it also shows how programs perform over time, not just in a single snapshot, which makes it a resource utilities and policymakers can keep returning to as they plan the next phase of investment.
The role of CLEAResult Energetics
CLEAResult Energetics has evaluated California's transportation electrification programs since the state's earliest utility-led pilots, and today co-leads this multi-year evaluation with Cadmus Group, with support from the National Renewable Energy Laboratory, the University of California, Davis, and ZMA. That track record has built one of the most complete datasets anywhere on EV charging use, utility incentive design, and program costs.
Energetics helps utilities and public agencies turn that kind of real-world data into decisions: designing and evaluating transportation electrification programs, benchmarking performance against peers, and identifying what will move fleet and infrastructure investment forward next.
