Energy efficiency projects making an impact in military communities

We’re proud to play a small role in supporting military communities and recognize their ongoing contributions. Through partnerships with utilities, our local field teams help identify and implement energy efficiency upgrades on military bases that reduce energy use and costs, and improve daily operations and lives on-site. The projects below highlight how this work is making a measurable difference.

 

Potomac Edison – Fort Detrick (Maryland)

The Maryland General Assembly launched the EmPOWER Maryland Energy Efficiency Act in 2008 after identifying energy efficiency as one of the least expensive ways to meet the state’s electricity needs. Since then, Fort Detrick has continued to leverage incentives offered through Potomac Edison’s EmPOWER Maryland programs, with recent progress demonstrating a significant expansion in both project scope and impact.

 

To date, Fort Detrick has successfully completed a large-scale project that included building envelope improvements, lighting upgrades across 72 buildings, and multiple retro-commissioning (RCx) measures. Several projects have also recently been finalized or are in closeout phases pending final documentation and payments.

  

In parallel, additional project opportunities continue to advance. Current efforts include ongoing RCx measures across multiple large facilities, new custom HVAC assessments at several buildings, building tune-up opportunities, projected lighting upgrades (including USDA and installation-wide projects), and water infrastructure improvements such as high-efficiency pump systems. Fort Detrick is also actively exploring preventative maintenance strategies through HVAC tune-up initiatives and leveraging midstream and prescriptive programs to support ongoing operations and maintenance activities, further embedding energy efficiency into its day-to-day operations.

 

Savings and incentives*

2024 – 8,901 MWh saved with over $1.9 million received in incentives 


2025 – 3,715 MWh saved with over $715,000 paid in incentives (note: the government shutdown had an impact on around 3 months) 


2026 to date – 632 MWh saved and over $160,000 in incentives have been paid so far. Ten projects are currently in the pipeline expected to result in 715,000 kWh in savings but numbers are expected to increase as more information is received

Entergy Arkansas – Little Rock Air Force Base (Arkansas)

The Little Rock Air Force Base (LRAFB), located on 6,412 acres outside of Little Rock, Arkansas, provides the Department of Defense with the world’s largest fleet of C-130 Hercules. Being the fourth largest employer in the state, the LRAFB has a population of nearly 13,900 and is comprised of active-duty military, their families, and civilians.

 

Entergy Arkansas and CLEAResult worked together to complete lighting projects through Hunt Military Communities, who operate 994 homes on base. These projects qualified the base for incentives from the Entergy Solutions program on both residential lighting, as well as streetlamps throughout the multiple neighborhoods.
 

Savings and incentives

This resulted in 763,000 kWh saved, over $91,500 of incentives paid, and more than $50,000 a year in reduced energy costs – a win for everyone involved. 


We also installed numerous water-saving showerheads, aerators and vend misers, which accounted for an additional 174,968 kWh saved, $17,236 worth of incentives, and $12,247 in annual savings.
